Established in 2002 after a memorandum of understanding between NIOMR and IOI Headquarters in Malta, it was then named IOI-West Africa Operational Center (IOI-WAOC). Over the years, the center had been involved in several activities including, Ocean literacy, women and youth programmes, World Ocean Day celebrations, Coast Watch and IOI Alumni outreach. There were several enlightenment campaigns on the importance of the ocean resources conservation and clean ocean. Some specific activities includes beach cleanups, marine turtle and mammal rescues, community involvements through provision of equipment and training in fish smoking, public lectures, seminars, symposia, trainings and enlightenment campaigns through physical, print and other electronic media on the importance of the ocean and its resources. The center is open for cooperation, collaboration and partnership with other agencies, organizations and institutions in relevant areas of interests in good Ocean Governance and Management
